What Happened at the Valero Refinery

On the morning of May 5, 2025, a fire broke out at the Valero refinery in Benicia, sending a thick plume of black smoke over the city and surrounding communities. Officials issued a shelter-in-place order that kept residents indoors and forced a nearby elementary school to keep students inside until the danger passed.

As the smoke spread southwest across the area, air regulators measured elevated levels of fine particulate matter, hydrogen sulfide, sulfur dioxide, and other pollutants. The Bay Area AQMD issued the refinery multiple violations, including for excessive emissions and creating a public nuisance. The cause of the fire remains under investigation.

Health Risks of Refinery Smoke and Chemical Exposure

The chemicals released during a refinery fire carry real health risks. Several of the pollutants detected after the Benicia fire are hazardous even at low levels, and the danger is greater for children, older adults, and people with heart or lung conditions.

A History of Violations at the Benicia Refinery

The May 2025 fire did not happen in isolation. The Benicia refinery has drawn regulatory scrutiny for years over its handling of toxic emissions. In late 2024, the Bay Area AQMD and California Air Resources Board fined Valero nearly $82 million, the largest penalty in the agency's history, for a pattern of chemical releases and violations stretching back to 2003. Investigators have also found instances where emissions went unreported.
